If a 100-ohm resistor gives a reading of 30 ohms, can it be used for 30 ohm?

For the sake of the circuit, you’d better not use it.
Why? Obviously, the 100 ohmresistoris broken. In such a case, if you still try to use this broken 100 ohm resistor as a 30 ohms one, which is possible to cause the short circuit eventually.
